The Sanctuary of Time was created by Zaman, the holder of The Spear of Time. He used the Sanctuary as a central hub, recording all events occurring in the universe. The Sanctuary was powered by The Spear of Time and interconnects with the Spear Energy all around the universe. Not much else is known about the Sanctuary of Time. Only Zaman would know its vast workings and secrets, but he has never shared that information with anyone.
